WTF? Where's My Hubcap?

Has anyone driven on the train-wreck that is North 13 lately? Who is responsible for that cluster***k? We know O'Malley cut the highway budget but right now it legitimately looks like somebody just slapped on a 2 inch layer of concrete, left it to dry, and then never came back. Does anyone know what the status on it is? We would like some answers- peoples lives are at risk when they are forced to drive on that embarrassment. Thank you.
